Abstract

The article presents a memorial lecture for Houston, Texas Judge John R. Brown which discusses the role of courts in the U.S. It states that before Brown's contributions to the enforcement of civil rights, he had been considered as one of the leading admiralty lawyers from his generation. Moreover, it mentions that courts had been playing an important role in the legal transformation which is presented by cases wherein the courts can serve as the protection of citizens from the minority level.
