She sees evidence of some shift in the traditionally close relations between Blue Cross and the hospitals, particularly where state regulatory agencies and consumers have tried to control hospital costs. By and large, however, the crisis in health care delivery continues, and the role of Blue Cross remains, in her view, questionable from the standpoint of public policy.
