Abstract
The author discusses several U.S rules, amendments to the rules and the role of rule makers or reporters in proposing a rule. He informs that an amendment was made to Rule 11 regarding lawyer certification and mandatory sanction provision. He mentions several reporters who proposed original rules to the legislation including Professor James William Moore and Judge Albert Maris of the U.S. Court of Appeals Third Circuit.
