Abstract
The article argues that federalism does not undermine local participatory democracy. It compares the efficiency of unitary regimes like France with federal regimes in the U.S., in promoting the power of local governments. It explores the ability of subnational legislatures to promote democratically accountable local autonomy than national legislatures. It argues that the organic law of subnational jurisdictions in federal regimes is more efficient in providing protection for local autonomy.
